When this symbol appears, the planet has a starbase in orbit. Only a planet with a starbase can produce ships. A starbase is indicated in the Scanner by a yellow or blue dot in orbit of the planet. A yellow dot indicates the starbase can build ships. A blue dot indicates a starbase without ship building capability.
